An official with a phantom car has been appointed to oversee protective structures in Odesa

Igor Koval, Acting Mayor of Odesa, hasappointed Oleksandr Kozubenkoto temporarily serve as director of the municipal agency “Civil Defense Structures.”

According to the Center for Public Investigations, the relevant order was published by the press office of Odesa City Hall.

 The order was signed on June 26 but was made public on July 1. Prior to this, Oleksandr Kozubenko served as chief specialist in the Department of Control and Monitoring of Territorial Conditions within the Khadzhibey District Administration of the Odesa City Council.

In April, while holding this position, hefiledhis annual declaration, in which he stated that he owned neither a home, nor a vehicle, nor any securities. Oleksandr Kozubenko listed his wife in the declaration, but there is no information regarding her assets. The family’s income in 2025 consisted of Oleksandr Kozubenko’s salary of 157,000 hryvnias, and their savings totaled 10,000 U.S. dollars. 

In the declaration filedupon his resignation fromthe Khadzhibey District Administration, he indicated that in April 2026 he purchased a 2008 Kia Magentis for 200,000 hryvnias, but the car is no longer listedin his candidate declaration, even though the two forms were filled out on the same day, just eight minutes apart. No information regarding significant changes in his financial status was declared either.

At the same time, in both the resignation and candidacy declarations, his savings increased by 2,000 U.S. dollars—to 12,000—while his income remained the same at 157,000 hryvnias.

The purpose of the institution is to ensure the protection of the population of the city of Odesa by implementing measures to maintain and operate the city’s civil defense infrastructure in a condition that allows it to be made ready for use as intended within the timeframes specified by law, as well as measures aimed at enabling the use of municipal property owned by the Odesa territorial community to provide shelter for the population.
