An official on the medical board in the Mykolaiv region traded her influence over doctors' decisions

In Voznesensk, Inga Galkina, secretary of the military medical commission, set up a bribery scheme in which she promised to influence commission members and help conscripts obtain the necessary fitness-for-service determinations.

The Center for Public Investigations uncovered the details of the case.

According to the investigation, she offered such services on several occasions in 2025. Specifically, for 30,000 hryvnias, she promised to influence members of the commission so that a man would receive a finding of fitness for service in military support units, the Territorial Defense Forces, the Special Forces, training centers, and other units. She later received an additional $1,000 for similar assistance.

In other instances, according to the investigation, Galkina received bribes of 15,000, 30,000, 20,000, 15,000, and 20,000 hryvnias. These involved influencing both the Medical Examination Commission at the hospital and the military unit’s commission.

Also in December, she offered, for $15,000, to facilitate the issuance of a medical determination of unfitness for military service due to health reasons. In this case, the charges relate specifically to the offer and promise, rather than the actual receipt of a bribe.

In late December 2025, the woman again received 30,000 hryvnias for helping to obtain the desired medical determination.

As Intent reported, Galkina also convinced men who had legitimate grounds for limited fitness for service that it was allegedly impossible to obtain a positive decision from the commission without paying money.
