An Odessa businessman was fined for overcharging the police for services

The Administrative Board of the Southern Interregional Territorial Branch of the Antimonopoly Committee of Ukraine fined businessman Igor Kirindasov, who provided services for towing cars to impound lots.

This was reported by the AMCU’s press office.

According to the antitrust authorities, during the course of state oversight measures to ensure compliance with legislation on the protection of economic competition, AMCU specialists discovered that during the second half of 2025 and in 2026, the entrepreneur charged prices for services involving the transportation of vehicles—temporarily impounded by officers of the Main Directorate of the National Police in the Odesa region—to a special impound lot, which included additional costs not provided for by the order of the Ministry of Internal Affairs. 

The Administrative Board of the AMCU’s Southern Territorial Division ruled that the entrepreneur’s actions constituted a violation of the legislation on the protection of economic competition, fined him 68,000 hryvnias, and ordered him to cease the violation within two months from the date of the decision in the case.

According to the YouControl service, sole proprietor Ihor Mykolayovych Kirindasov was registered in June 2023 in Odesa. According to the Prozorro system, in 2025 and 2026, the entrepreneur twice won tenders from the State Bureau of Investigations without any competitors and provided the SBI with vehicle towing services.

The panel of the Southern Interregional Territorial Branch of the Antimonopoly Committee of Ukraine fined two agricultural enterprises in the Odesa region for collusion in auctions for the right to lease land.

Earlier, the Antimonopoly Committeeof Ukraine uncovered collusionbetween two participants in a public procurement process in Odesa—entrepreneur Oleksandr Meradji and Ukrsnab2014 LLC.
