After two failures, Odesa Oblast is trying to build a modern outpatient clinic for fifty million again

In the village of Chornomorske, Odesa Oblast, they are trying to build a new family medicine outpatient clinic for more than UAH 50 million in the third attempt. The first and second tenders were canceled.

This was reported by the Center for Public Investigations.

Thus, in October, the Chornomorsk Village Council announced another tender for the construction of a general practice outpatient clinic. It will be located in the village of Chornomorske at 32/5 Hvardiyska Street. As before, the customer is ready to pay UAH 52 million 611 thousand 436 for the work.

According to the project, in addition to the building, a fence and two bicycle parking lots will be installed on the site, and the area next to the medical facility will be equipped with benches and trash bins.

The auction in the format of open bidding with special features will take place on October 23. The bidding process is currently underway. The winning bidder will have until April 2025 to complete the work.

It should be added that this is the third attempt to find a contractor for the construction of a modern family medicine outpatient clinic in Chornomorske.

The first open bidding with special features took place on August 20. However, only one participant, Exterior Design LLC, was present, offering UAH 52 million 589 thousand.

On August 27, it was announced that the bidding was canceled. The reason given was the inability to eliminate the identified violations of the legislation in the field of public procurement.

The second auction was announced in September. At that time, two companies registered in the system, the already well-known Exterior Design LLC and INTOBUD LLC. The latter offered to build a medical facility for 51 million 605 thousand hryvnias, which is a whole million cheaper than the expected cost. However, the customer could not decide on a contractor, so the bidding was canceled, citing the lack of proposals as the reason.

Before the full-scale invasion, Exterior Design LLC regularly earned millions from government tenders. For example, in 2021, it earned almost UAH 254 million from procurement, in 2020 - more than UAH 57 million, and in 2019 - almost UAH 270 million. In 2022 and 2023, the company did not receive any contracts, and this year it earned more than UAH 160 million from tenders. The company took on the repair and restoration of one of the buildings of an infectious diseases hospital.
