A TCC employee is on trial in Mykolaiv

In Mykolaiv, a military TCC officer was tried for failing to record a video during an emergency alert. His actions were classified as negligence in the performance of his duties.

This was reported by the Mykolaiv Central District Court.

According to the case file, in late March–early April 2026, the servicemember failed on three occasions to maintain continuous video recording while conducting public alert operations, as required by his official duties.

The soldier’s actions were classified under Part 2 of Article 172-15 of the Code of Ukraine on Administrative Offenses—negligence in military service during a state of emergency.

The servicemember admitted guilt. The court found the charge proven and imposed a fine of 17,000 hryvnias.

Today, Human Rights Commissioner Dmytro Lubinets reported a series of violations in the operations of the territorial recruitment centers, which he had recently uncovered in various regions of Ukraine.

One such case involved an active-duty servicemember who was held for 18 days at the Mykolaiv Regional Territorial Recruitment and Social Support Center, during which time he suffered broken ribs.

Previously, the State Bureau of Investigation (DBR) completed a pre-trial investigation into officials at one of the district territorial recruitment and social support centers in Mykolaiv Oblast, who are suspected of unlawfully detaining and torturing a man during mobilization measures.
