A draft resolution on the implementation of an electronic ticketing system has been prepared in Odessa—the system will cover trams, trolleybuses, and route taxis.

The draft resolution has been posted on the official website of the Odessa City Council.

It was prepared by the Odessa City Council’s Department of Transportation, Communications, and Traffic Management. The draft is scheduled to be reviewed at a meeting of the executive committee.

The goal of the new system is to make fare payment more convenient and transparent. It is expected that this will help:

Currently, the draft resolution has not yet been added to the agenda for the upcoming meetings of the executive committee.

Comments and suggestions regarding the document may be submitted within one month of its publication—either in writing or electronically.

City Council Member Petro Obukhov called this event the start of the full-scale implementation of e-tickets in public transportation.

According to the council member, the new system is needed first and foremost to obtain accurate data on passenger traffic on each route. Currently, the city has virtually no idea how many people use a given route—all estimates are approximate. E-tickets will make it possible to develop the transit network based on accurate figures rather than assumptions.

“Once the city has a clear picture of actual passenger traffic on each route, the transit network can be developed based on data rather than assumptions,” Obukhov emphasized.

The council member also highlighted minibuses. Without integrating them into the system, a unified, modern fare payment model will not work.

“Only then will the city have a unified, modern fare payment system, he stressed.
