A newcomer company has won the same tender in the Odesa region for the second time

The State Non-Profit Corporation "Local Road Service" has re-launched a procurement process to select companies to provide operational maintenance services for public roads of local significance in the Odesa District.

The relevant information was published in the Prozorro electronic procurement system.

The procurement was re-conducted in the form of a special open tender, and the sole participant was the limited liability company "Roadbudpivden," which, if the contract is concluded, expects to receive 215 million 250 thousand hryvnias, and will be responsible for maintaining the roads until December 31, 2027. 

The previous procurement was canceled due to the inability to rectify identified violations of public procurement legislation. Discrepancies were found in the tender documentation. 

According to the YouControl service, Roadbudpivden LLC was registered in July 2025 in the village of Fontanka, Odesa District. The company is currently 10 months old. The owner isSerhiy Strokin, a resident of the village of Novi Bilyary. 

In 2025, without using an electronic system, the company signed a contract with the Vyzyrsk Village Council in the Odesa district for nearly one and a half million hryvnias to perform major repairs on the road surface along Zakhidna Street in the village of Butivka, Odesa district, Odesa region. 

That same year,the publication"Anticorruption Dimension" reported on a failed procurement by this same company. At that time, Roadbudpivden LLC was the sole participant in the procurement. However, despite the lack of competition, no contract was signed with the company due to unresolved discrepancies in the tender documentation. 

A similar case had previously occurred with two other procurements. Both procurements were conducted a second time as open tenders with special conditions and with the participation of a single company—Eurodor LLC. The first procurement concerns the Izmail district; for this contract, "Eurodor" will receive 204.5 million hryvnias, and the second concerns the Bolhrad district, with a contract value of 217.3 million hryvnias. The company must complete the work by December 31, 2027.
