A newcomer company was awarded a 200 million contract in Odesa region

The state non-profit company "Local Road Service" conducted a procurement to select a company that will pay for the operational maintenance of public roads of local importance in Odesa district.

According to the Center for Public Investigations, the relevant information was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with a special feature, and the only participant was Roadbudpivden Limited Liability Company, which, if the deal is concluded, expects to receive UAH 215 million 250 thousand, and will have to maintain the roads until December 31, 2027.

On the same day, May 21, the same company also won a procurement from the Southern Branch of the State Enterprise "Ukrainian Sea Ports Authority" without an auction and is waiting for an agreement on the current repair of roads and sites of the Pivdennyi Port Authority. The company expects to spend UAH 9 million 297.4 thousand in this procurement.

According to the YouControl service, Roadbudpivden LLC was registered in July 2025 in the village of Fontanka, Odesa district. The company is currently 10 months old. The owner is Serhii Strokin, a resident of the village of Novi Bilyary.

In 2025, without using the electronic system, the company entered into an agreement with the Vyzyr village council of Odesa district for almost one and a half million hryvnias for the overhaul of the road surface on Zakhidna Street in Butivka village, Odesa district, Odesa region.

In the same year, the publication "Anti-Corruption Dimension" reported on an unsuccessful procurement by the same company. At that time, Roadbudpivden LLC was the only participant in the procurement. But despite the lack of competition, the contract was not signed with the company due to the failure to eliminate inconsistencies in the tender documentation.
