A new director of SMEP has been appointed in Odesa

A new director has been appointed for the Odesa City Council’s municipal agency, the “Specialized Installation and Maintenance Unit.” Oleksandr Morozov has assumed the position.

The corresponding order was published on the Odesa City Council website.

According to the document, Oleksandr Morozov was appointed director of the institution with a salary in accordance with the staffing table. The order was signed by the acting mayor and city council secretary, Ihor Koval.

Prior to this, starting August 21, Denis Koval had been serving as acting director of the institution. He had previously served as first deputy director and was to lead the enterprise until a permanent director was appointed.

The personnel changes were prompted by the dismissal of the previous director.

Prior to his appointment, Morozov served as deputy director for development at the “Municipal Capital Construction” enterprise.

Intent analyzed Oleksandr Morozov’s annual financial disclosure statement for 2025. In the document, the official reported 86,000 euros, 137,000 dollars, and nearly 197,000 hryvnias in cash. He also declared numerous real estate properties in Odesa, Bilhorod-Dnistrovskyi, and Zatoka.

During his year in his previous position, Morozov received 329,000 hryvnias in salary and 54,000 hryvnias in pension benefits. His total declared income amounted to over 383,000 hryvnias.

Among his residential properties, the official listed a 45.8-square-meter apartment in Odesa, a 113.5-square-meter residential house in Bilhorod-Dnistrovskyi, and a garden house with an area of 426.1 square meters in Zatoka.

The declaration also lists land plots in Bilhorod-Dnistrovskyi, Zatoka, and the village of Mykolaivka.

In addition to residential real estate, Morozov declared:

• a warehouse with an area of 35.3 square meters;
• a complex of non-residential buildings with an area of 2,078.7 square meters;
• two stores with areas of 71.1 and 108.8 square meters;
• buildings and structures with a total area of 3,885.9 square meters in the village of Salhany, in which he holds a 52% ownership stake.

In addition, the declaration lists two unfinished residential buildings in Bilhorod-Dnistrovskyi. One of them has an area of 258.5 square meters; the area of the other is not specified.

Among his liquid assets, Oleksandr Morozov declared 196,782 hryvnias, 86,000 euros, and 137,000 dollars in cash.

His declaration also lists a 2007 Mitsubishi Pajero passenger car, purchased that same year, and two trailers manufactured in 2001 and 1984.
