The land dispute in Zatoka, which has been marked by years of legal battles and numerous title transfers, has once again come under scrutiny. Law enforcement officials are investigating possible document forgery.
The Center for Public Investigations has uncovered the details of the case.
According to a ruling by the Bilhorod-Dnistrovskyi City and District Court, the criminal proceedings concern two land plots and two summer homes in Zatoka.
The case was opened regarding the possible forgery of official documents. According to investigators, the documents may have been used to enter information into the registries regarding the termination of PP “LO Komp’s” ownership rights to the land.
The company acquired the property in November 2025. The properties in question are plots measuring 0.0459 and 0.1401 hectares and two vacation homes measuring 658.3 and 262.7 square meters. The total value of the properties exceeded 4.6 million hryvnias.
The story dates back to 2014, when the plots were transferred to two citizens. The prosecutor’s office later attempted to challenge the transfer of the plots, but the Court of Appeals and the Supreme Court ruled in favor of the owners in 2022–2023.

In 2019, the ownership rights were revoked through the state registrar, after which the land was resold and consolidated into a single plot measuring 0.186 hectares. It was purchased by the private enterprise “Avocado Hotel Complex.” Later, the land was mortgaged against a loan of 149,600 UAH, and in 2021, it was sold at an online auction.
Subsequently, the plot ended up in the hands of Kotlon LLC, and after a division, it passed to other owners. In November 2025, both plots were contributed to the authorized capital of the private enterprise “LO KompO.” Investigators noted that certain registration actions were carried out despite the seizure order.
Law enforcement officials requested that the land and buildings be seized.
Also, in June, police detained the head of one of the village councils in the Berezivsky District on suspicion of fraud involving communal land.
