A hotel built on the coast in Odessa on the site of a park has been seized

The saga surrounding the "Bianco" hotel on the Odessa coast has taken a new turn. Despite the Supreme Court’s final ruling ordering its demolition, the hotel continued to operate.

This was reported by Intent, citing a ruling by the Kyiv District Court of Odessa.

As law enforcement officials determined, back in September 2024, the Odessa Regional Commercial Court granted the prosecutor’s office’s claim on behalf of the Odessa City Council and ordered the private enterprise “Bastion-2015” to demolish, at its own expense, a non-residential building with an area of 295.6 square meters. The court concluded that the hotel had been built without authorization on a plot of land belonging to the local community.

Subsequently, the appellate court overturned this decision and dismissed the claim. However, in March 2026, the Supreme Court put an end to the dispute by overturning the appellate court’s ruling and upholding the trial court’s decision to demolish the hotel.

The Supreme Court’s ruling noted that neither the original nor the last owner of the property had acquired ownership or the right to use the land plot on which the building stood. Furthermore, according to Odessa’s General Plan and the city’s zoning regulations, this area is classified as a public green space and is designated for the development of a park.

After the decision became final, the Commercial Court issued an enforcement order, and a private enforcement officer initiated proceedings to enforce it. However, according to the civic organization “VR ‘Spilna Meta,’” as of May 2026, the “Bianco” hotel continued to operate. Activists reported that the premises were being used to serve guests, clean rooms, and accommodate visitors.

The prosecutor’s office recognized the building as material evidence in the criminal proceedings and petitioned the court to seize it. One of the key arguments was the risk that the property might be disposed of or resold to third parties.

After reviewing the case materials, the court seized the “Bianco” hotel and issued a complete ban on the use of the building. Investigators are currently examining the circumstances surrounding the failure to comply with the court order for its demolition.

According to the YouControl analytical system, Andriy Raichuk and Olga Denisova are currently listed as the owners of “Bastion-2015” LLC. However, the company has changed its registered address and management several times. 

Also, in May, during an inspection of the coastal area near Otrada Beach, illegal construction was discovered beneath the cable car line. Along the water’s edge, inspectors found construction work underway on the sandy beach to build a concrete platform.
