The Yelanets Hospital was not included in the proposed network of healthcare facilities in the Mykolaiv region. The reason given was that it did not meet the requirements.

This information came to light during an extraordinary session of the Mykolaiv Regional Council.

The issue was raised by Councilwoman Tetiana Demchenko. She noted that the hospital had previously been considered a candidate for inclusion in the network, but it was not included in the new draft resolution.

Mykola Berezhnyk, a representative of the Mykolaiv region’s healthcare sector, explained that the hospital does not meet the requirements of the Cabinet of Ministers of Ukraine’s resolution regarding the minimum number of medical specialties. According to him, the facility must provide at least four such specialties and also meet staffing requirements.

However, the hospital’s exclusion from the network does not prevent it from entering into contracts with the National Health Service of Ukraine. According to Berezhnyk, the hospital can prepare to meet the necessary requirements and attempt to join the network next year.

Following the discussion, the deputies supported the draft resolution on the formation of a capable network for the Mykolaiv Hospital District. The next step will be approval by the Ministry of Health, after which the network will be approved by the regional military administration.

The need for this decision stems from the healthcare system reform aimed at developing a capable network of facilities within hospital districts.

The network includes medical facilities across four hospital clusters: Bashtanka, Voznesensk, Mykolaiv, and Pervomaisk.

The deputies also supported a decision to establish supervisory boards for healthcare facilities jointly owned by the territorial communities of Mykolaiv Oblast.

Their creation will contribute to more transparent management of healthcare facilities, the effective use of resources, the protection of patients’ rights, and compliance with current legislation.

Furthermore, the existence of supervisory boards is a mandatory requirement for hospitals to enter into contracts with the National Health Service of Ukraine (NSZU) under the Medical Guarantees Program.
