A developer in Odesa was charged with 400 thousand of debt to the city

The Khadzhibey District Prosecutor's Office of Odesa has filed a lawsuit against a developer who, according to the prosecutor's office, owes the city UAH 440,000.

According to the press service of the Odesa District Prosecutor's Office, after the proceedings were initiated, the defendant voluntarily paid UAH 253 thousand of the principal debt and UAH 188 thousand of the fine.

The prosecutor's office found that in 2017-2021, the company began construction of a car wash with a convenience store and administrative premises in the city. However, contrary to the requirements of urban planning and budget legislation, the developer failed to pay the mandatory share participation in the development of the city's engineering, transportation and social infrastructure.

Earlier, the court also upheld the prosecutor's claims and ordered to recover UAH 1 million 844 thousand from another company to the budget of Odesa. The prosecutor 's office found that in 2020-2021, the developer built an apartment building on Pedagogichna Street in Odesa with an underground parking lot with a total area of more than 4,000 square meters.

In October 2025, a construction company that built a six-story building with 40 apartments in Sechenov Lane was forced to pay UAH 600,000 to the city budget. Prior to that, the court upheld a lawsuit filed by the Khadzhybey District Prosecutor's Office of Odesa and forced the developer to pay more than UAH 2 million in debts to the budget. According to the prosecutors, in 2018-2021, the developer built the first phase of an apartment complex with underground parking lots, built-in public premises and a service station with a convenience store and administrative and household premises on Fontanska Road.

Before that, the Supreme Court of Ukraine sided with the Odesa Regional Prosecutor's Office in a dispute with a developer building a residential complex in the village of Lymanka in the Tairovska community. The Chornomorsk District Prosecutor 's Office found that from 2019 to 2024, i.e. for more than 5 years, the developer in Limanka was building facilities, but did not pay a single penny to the Tairova community budget.
