More than 54 million hryvnias are earmarked for a shelter for a kindergarten in Vysokopillia, but only one company submitted a bid for the contract. The contractor, which has been operating in the market for three years, has already received tens of millions of hryvnias in government contracts, and its activities have attracted the attention of journalists.
The Center for Public Investigations uncovered what lies behind the story of this potential contractor.
In Vysokopillia, a procurement announcement was issued for the construction of a shelter for the “Barvinok” kindergarten. The estimated cost of the work was over 54 million hryvnias. Most of the funds are to be allocated from the state budget, with the remainder coming from the local budget.
“Budekodor” LLC was the sole bidder. The company offered to perform the work for approximately 126,000 hryvnias less than the estimated cost. At the time this article was written, a final decision on the winner had not yet been made. Construction is scheduled to be completed by December 25, 2027.
According to YouControl, Budekodor LLC was registered in 2023 in Kherson. The director is Serhiy Abramov, and the owner is Oleksandr Abramov, both from Dnipro. The company’s authorized capital is 10,000 hryvnias.
Despite its short history, the company has already received over 37 million through government contracts. In 2025 alone, the total value of such contracts exceeded 34.5 million.
Among its clients are educational institutions in the Kherson region, the Infrastructure Restoration and Development Service in the Donetsk region, and the Department of Territorial Development of the Kherson Regional State Administration.
The company has already attracted the attention of journalists due to its non-competitive procurement practices.

Journalists uncovered details of previous contracts linked to the Abramov family’s business empire and non-competitive procurements.
Also, in August, after the first tender was canceled, the renovation of the Velyka Oleksandrivka Hospital was put up for bid again. The cost was reduced by 18 million, and the sole bidder was once again the company whose proposal had previously been rejected.
