A contract worth 27 million has been awarded for the renovation of a two-story building in Izmail

The Housing and Utilities Department of the Izmail City Council has commissioned a major renovation of a two-story building at a cost of 27.25 million hryvnias. Under the contract, the renovation of a single apartment will cost an average of 77,000 dollars.

Journalists suspect a possible overpayment of 800,000 hryvnias for materials under this contract.

The project involves the restoration of an eight-apartment building on Topolna Street, which has sustained damage. An expert determined that the load-bearing elements and walls are unfit for safe use. In his conclusion, the expert emphasized the need to immediately evacuate residents and urgently reinforce or completely replace the structurally unsound elements.

The work was awarded to the company “Rodnik” without competition, as the contracting authority had set strict requirements for tender participants. Specifically, to participate in the procurement process, bidders had to confirm the completion of a similar contract concluded specifically with the client within the meaning of the Law “On Public Procurement.” The work had to involve major or routine repairs to a residential apartment building damaged as a result of armed aggression by the Russian Federation. Furthermore, such a contract was required to include a complete list of specific tasks.

Journalists analyzed the cost estimate and concluded that the prices for building materials were significantly inflated compared to market rates. In particular, ceramic bricks and basalt insulation were included in the estimate at prices at least twice as high as retail prices in stores, and concrete was ordered with a markup of over 30 percent.
