In Reni, a contractor was selected without a competitive bidding process to carry out road repairs worth 7 million hryvnias—the firm belongs to a member of the Izmail City Council.
This is evidenced by data from the Prozorro system.
The contracting authority was the municipal organization “Housing and Utilities Service of the Reni City Council.” The estimated cost of the work was 7 million 440 thousand hryvnias.
The tender was announced on August 5, and the auction took place on August 13. Only one company submitted a bid: Eurodor LLC. The company offered to perform the work for 7 million 50 thousand hryvnias, which is 390 thousand hryvnias less than the estimated cost.
The contract involves routine road repairs in Reni and the village of Kotlovyna. Specifically, the work is to be carried out on Soborna and Stepan Chobanu Streets, as well as at the intersections of Tykha, Voznesenska, Shevchenko, and Budagyan Streets in Reni. In Kotlovyna, a section of Soborna Street will be repaired.
The work is scheduled to be completed by December 1, 2026.
During the review of the bid, a discrepancy was discovered: the company submitted a certificate of conformity for bitumen emulsions that had expired back in April 2024. The bidder was instructed to provide a valid certificate for 2026.<span> </span>
According to the YouControl service, Eurodor LLC is owned by Gevorg Avetisyan, a member of the Izmail City Council. The company was registered in Odesa in 2005 with a registered capital of 100,000 hryvnias.
In 2025 alone, “Eurodor” received government contracts totaling over 1 billion hryvnias.

The absence of competitors in tenders for“Eurodor” is a systemic phenomenon. In January 2026, the company was awarded, without competition, a contract worth 20.97 million hryvnias to renovate a heavy-duty vehicle parking lot in Izmail.
Last fall, the lawmaker’s firm also won a contract on its own to maintain roads in the Bolhrad district for 111.8 million hryvnias.
