A café in Odessa was demolished

In Odessa, following a court ruling in August 2023, a café that had been built without a permit in the Luzanivka neighborhood was demolished.

This was reported by Oleksandr Avdeev, head of the Odessa City Council’s Department of State Architectural and Construction Control.

The department signed a contract with the winner of an open tender for the demolition of the illegally constructed structure. Currently, the café-bar building, which was erected without legal grounds, has been completely demolished. All costs associated with the demolition will be recovered through legal proceedings from the individuals responsible for the illegal construction.

Earlier, the case involving another unauthorized structure —the “Bianco” hotel on the Odessa coast—took a new turn. Despite the Supreme Court’s final ruling ordering its demolition, the hotel continued to operate.

In September 2024, the Odessa Regional Commercial Court granted the prosecutor’s office’s claim on behalf of the Odessa City Council and ordered the private enterprise “Bastion-2015” to demolish, at its own expense, a non-residential building with an area of 295.6 square meters. The court concluded that the hotel had been built without authorization on a plot of land belonging to the local community.

Police also concluded their investigation into the case of a 23-year-old woman—the owner of a vacation resort in the Pivdennivska community in the Odesa region. The owner of the vacation resort in the Pivdennivska community of the Odesa district had illegally taken possession of a plot of land owned by the municipality. The woman decided to build another vacation resort on the land and, to carry out her plan, submitted a knowingly forged technical passport for the property to the local government. 

Earlier, investigators referred to court the caseof a foreign national accused of unauthorized land seizure, illegal construction, and document forgery. During the pretrial investigation, investigators determined that the man, who owned an apartment in a residential building on Uspenska Street, decided to illegally expand his holdings.
