A café in downtown Odessa decided to seize land in the park

Inspectors from the Odessa City Council’s Department of State Architectural and Construction Control uncovered an attempt by a café to build on part of the “Pale-Royal” park near the Opera House.

This was reported by the department’s head, Oleksandr Avdeev.

According to him, the construction work is being carried out in flagrant violation of the approved documentation. Instead of the temporary summer terrace without foundations on the existing pavement, as specified in the project documentation, a metal frame is being erected on an unauthorized concrete foundation. The area has already been fenced off with a construction fence.

"Most importantly, this work is being carried out on land belonging to the Odessa territorial community and on part of 'Pale-Royal' Square, a monument of landscape architecture of local significance. Furthermore, the developer has not obtained the required approvals from the Department of Culture, Tourism, and Cultural Heritage Protection, the municipal enterprise “Miskzelentrest,” and the Department of Urban Improvement, even though they were officially notified of the need to obtain them,” emphasized Oleksandr Avdeev.

The commission documented all identified violations and forwarded all materials to the prosecutor’s office so that the necessary measures could be taken in accordance with current legislation. Palais-Royal is a square in the city of Odesa. It is surrounded by buildings on Lanzheronivska and Yevropeiska Streets, Teatralnyi Lane, and the Opera House.A western sycamore growing inthe park is a botanical natural monument of local significance in Ukraine. It is part of the Odesa Region’s nature reserve fund. In the early 19th century, behind the City Theater, there was a military parade ground for drill training, known as the “parade ground.” On ordinary days, soldiers were drilled here, and on Easter, city festivities took place. 

Meanwhile, a court in Odesa dismissed a case against two developers who had illegally built a store on an unlawfully occupied plot of land near the sea in the area of the 8th station of Velykyi Fontan.
