A bathhouse attendant from Kakhovka was sentenced to 12 years by the occupiers

Oleg Gavrilyuk, a 60-year-old resident of Kakhovka who, during the occupation, began working for the Russians and became a deputy in the occupying “Soviet of Municipal Deputies” representing the “United Russia” party, was sentenced in absentia to 12 years in prison with confiscation of property.

This information was revealed in the verdict of the Novovorontsov District Court dated August 13, 2026.

The court found that in September 2023, Oleg Gavrilyuk voluntarily participated in the so-called elections to the occupying “Mundepov Soviet” of the Kakhovka city community. He ran as a candidate for the Russian party “United Russia” and subsequently began serving as an occupation deputy.

Gavryliuk also became a member of a standing committee of the occupying authority that deals with issues related to so-called industry, urban planning, infrastructure development, and support for entrepreneurship.

For this, the court found him guilty in absentia of collaboration under Part 5 of Article 111-1 of the Criminal Code of Ukraine.

However, this is not Gavryliuk’s first conviction. He had previously been convicted of aiding an aggressor state. Taking the previous sentence into account, his final sentence is 12 years of imprisonment with confiscation of all property.

The court also barred Gavryliuk from holding positions in state authorities, in state administration and local self-government bodies involving organizational, managerial, administrative, and economic functions, as well as from participating in the electoral process.

The new verdict has not yet entered into legal force.

Prior to collaborating with the occupiers, Gavryliuk headed the Kakhovka Water Utility, which had been seized by the Russians. In August 2025, the occupiers dismissed him from his post.

While working at the seized enterprise, he, among other things, provided Russian military personnel with bathing and laundry services and refueled their vehicles with diesel fuel, which, according to the publication, had been confiscated from local farmers.

In 2023, the occupying authorities appointed Oleg Gavryliuk’s twin brother, Valerii Gavryliuk, as first deputy head of the occupying administration in Kakhovka.

Valery Gavrilyuk had lived outside Ukraine for a long time, notably in Germany and Russia. Prior to his appointment to the occupation administration, he fought alongside Russian troops as part of the 25th “Shurm” Brigade on the Svatove-Kupiansk front.
