Bidding for construction of an outpatient clinic for more than 50 million failed in a resort village in Odesa region

In the village of Chornomorske, near Odesa, a contractor was selected who agreed to build a new family medicine outpatient clinic for more than UAH 50 million. But the bidding failed.

This is stated in the electronic procurement system Prozorro.

In August, the Chornomorsk village council of Odesa district announced an auction for the construction of a new outpatient clinic. It was planned to spend 52 million 611 thousand hryvnias.

The auction was opened with special conditions on August 20. But only one participant was present, Exterior Design LLC, which offered UAH 52 million 589 thousand.

On August 27, it was announced that the bidding was canceled. The reason given was the inability to eliminate the identified violations of the legislation in the field of public procurement.

According to the YouControl online analytical system, Exterior Design LLC was registered in 2024 in Odesa on Kosmonavtiv Street. The founder and owner is Olga Shelepalo. The company's main activity is the construction of residential and non-residential premises. The company is also engaged in wholesale trade in wood, building materials and sanitary equipment.

Before the full-scale invasion, the company regularly earned millions from government tenders. For example, in 2021, it earned almost UAH 254 million from procurement, in 2020 - more than UAH 57 million, and in 2019 - almost UAH 270 million. Since 2022, Exterior Design LLC has never received any contracts.

In addition, the company has repeatedly appeared in court cases. Thus, in March 2024, the Commercial Court of Odesa Region considered a case on the application of Eco-Leader LLC to recover a debt from Exterior Design LLC. The debt arose due to improper fulfillment of the terms of the waste removal services agreement. The court granted the plaintiff's claim and ordered Exterior Design to pay the amounts in question.

Recently, the city of Odesa entered into an agreement with Pilon West LLC to restore an apartment building at 54 Akademika Zabolotnoho Street, which was damaged as a result of the armed aggression of the Russian Federation.
