Shadow fleet

A shadow fleet is a network of opaque shipping companies and vessels that states and non-state actors use to circumvent international sanctions and conduct covert maritime activities. In the context of Russian aggression against Ukraine, such vessels are involved in supplying resources while evading international restrictions and may be targets of special operations by Ukrainian forces.
