A master plan is the primary document of urban planning that regulates the development of cities and settlements. It determines zoning of territory, placement of residential, public and industrial construction, infrastructure development, environmental protection and historical-cultural heritage preservation. The master plan is approved by authorities and serves as the legal basis for controlling urban development activities.
