General plans of cities and settlements

A Master Plan (General Plan) is the primary document of urban planning that regulates the development of cities and settlements. It determines the zoning of territory, the placement of residential, public and industrial construction, infrastructure development, environmental protection and preservation of historical and cultural heritage. The Master Plan is approved by authorities and is a legally binding document for all participants in urban development activities. At the local level, master plans are developed for individual cities and towns, while at the state level, general planning schemes are approved by the Verkhovna Rada of Ukraine.
