Free assistance to citizens
Free assistance is a service and support provided to citizens without payment, at the expense of state and local budgets or charitable organizations. This may include legal aid, medical services, psychological support, material assistance to victims of military action, prosthetics, and other social services. In Ukraine, the right to free assistance is guaranteed by the Constitution and is implemented through state institutions, volunteer organizations, and international partners, especially in conditions of military conflict.
