Two-tier tariff for heat supply
A two-part tariff is a system for calculating the cost of heat supply and hot water supply, which consists of two components: an annual subscriber fee for maintenance and a charge for actually consumed thermal energy. The first part compensates for conditionally fixed costs of maintaining heat networks and boiler houses, the second covers variable costs of energy production. Such a tariff is applied in Ukrainian cities, in particular in Mykolaiv, where its implementation affects utility payments for both residents and businesses.
