Forced passportization is the coercive issuance of passports of one state to residents of occupied territories of another state with the aim of changing their citizenship. On the occupied territories of Ukraine, Russian occupation authorities apply this mechanism as a means of population control, linking access to services, employment, and social benefits to obtaining a Russian passport. Such actions are considered violations of international humanitarian law and a form of cultural aggression against the Ukrainian population.
