President imposes sanctions against the Minister of Culture of the occupied Kherson region aka Bydlo

President Zelenskyy introduced new NSDC sanctions against a number of Russian figures and collaborators. The list of restrictions includes Russian scholars, representatives of the occupation authorities, and organizations involved in the propaganda and theft of Ukrainian archives and cultural heritage. In particular, Artem Lahoisky was also sanctioned.

This was reported on the official website of the President of Ukraine.

Prior to collaborating with the enemy, Lahoisky taught at Kherson State University and the Academy of Continuing Education, and was also known online as a game streamer under the pseudonym 'Bidlo'. Already in 2022, he took a position in the occupation administration and participated in the invaders' propaganda activities. It is worth noting that in September 2025, the Kherson City Court sentenced the collaborator in absentia to 10 years in prison with confiscation of property and a long-term ban on holding public office.

In addition to personal restrictions, 15 Russian organizations and structures of the occupation authorities were sanctioned . They are involved in falsifying history, stealing cultural property from Crimean reserves, and misappropriating documents from the National Archival Fund of Ukraine. The activities of these institutions are aimed at ideological support for aggression and the use of Ukraine's cultural resources in favor of Russia.

Earlier, Lahoisky was included in the DIU list of persons involved in the theft of cultural property in the occupied Kherson region. According to intelligence, he was not only the organizer but also the direct perpetrator of the theft of cultural heritage. The collaborator personally organized the removal of more than 10 thousand exhibits from the Shovkunenko Kherson Art Museum and unique paintings from the Novokakhovka Gallery. In addition, together with the Russian military, he stole the ashes of Grigory Potemkin from the Catherine's Cathedral.
