A contractor has been selected in Odesa to build shelters at bus stops

The municipal enterprise "Odessmiskelektrotrans" held an auction to select a company to install mobile shelters at public transportation stops.
The relevant procurement was published on the Prozorro e-procurement system.
The procurement was conducted as an open tender with specific conditions, and three limited liability companies participated: “Miradima,” “Eurobudproekt 2015,” and “Ukrpostachbud-Ukrainka.”
“Miradima” LLC was selected as the winner, having agreed to carry out the work for 18 million 936 thousand hryvnias. For this amount, the company will be required, upon signing the contract, to either build eight mobile shelters at the stops or purchase and install them.
According to the YouControl service, Miradima LLC was registered in Odesa in 2018. The owner is Oleksandr Voitko, who also serves as the director. In August 2025, the publication “Hryvna”mentioned the company in connection with criminal proceedings regarding a contract between the municipal enterprise “Center for the Maintenance of Municipal Facilities and Institutions of the Zakharivka Village Council, Rozdilna District, Odesa Region” and “Reliance Plus” Construction Company LLC. Investigators suspected the municipal officials and businesspeople of collusion. At that time, law enforcement officials questioned Oleksandr Voitko as a witness in the case. The fact is, however, that in the tender documentation, the director of LLC "Reliance Plus Construction Company "Reliance Plus" LLC had provided documents confirming that the manufacturer of the SHZSCCZ modules was allegedly "Miradima" LLC, which in turn was supposed to fulfill the order for "Reliance Plus" Construction Company LLC.
In July 2024, the company won a tender from the municipal enterprise “Odesa City Heat Supply” for the right to supply the company with reinforced concrete structures for civilian shelters. However, that procurement was ultimately canceled. The fact is that, based on the expected cost of the procurement, the company offered to fulfill the order for 6 million 666.6 thousand hryvnias. This price was deemed abnormally low. Ultimately, the contracting authority did not enter into a contract with the company within the fifteen-day deadline.
