Two occupants beat and tortured civilians in Kherson region

The Kherson Region Prosecutor's Office has served two people with a notice of suspicion of cruel treatment of civilians and other violations of the laws and customs of war (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine). The suspicion was served in absentia.

This was reported by the Kherson Regional Prosecutor's Office.

The charges were brought against the so-called 'head of the Holoprystan district police department of the Main Directorate of the Ministry of Internal Affairs in Kherson region' and one of the members of the illegal armed group 'State Security Service of Kherson region'.

The investigation established that in July 2022, in the occupied Skadovsk district, the suspects were involved in the detention of a local resident by the Russian military command. A 41-year-old member of an illegal armed group, together with the military of the Russian Armed Forces, arrived at the civilian's house, where he immediately began interrogating him with the use of physical force. After that, the victim was transported to a farmhouse where he was tortured with electric shocks.

Later, the detainee was taken to the 'Holoprystan district police department', where the second suspect, a 33-year-old so-called 'chief' of the same district police department appointed by the occupiers, joined the interrogation. Together with the Russian military, they beat the victim until he lost consciousness, demanding information he did not have. After the torture, the man was kept in a basement room without furniture, in complete unsanitary conditions, without daylight, water, food, or the ability to meet basic needs.

The next day, due to his critical health condition, the man was forced to be released, after which an ambulance took him to the district hospital, where he received medical care. These actions fully fall within the definition of cruel treatment of civilians and violations of the laws and customs of war.
