Odesa starts searching for a restorer for the third time for a multi-story building damaged by Russians

The Department of Municipal Economy of the Odesa City Council has announced a third procurement to select a company that will be paid to restore an apartment building at 134 Knyazia Volodymyr Velykoho (formerly Dobrovolskoho) Avenue, damaged as a result of the armed aggression of the Russian Federation.
The announcement was published in the Prozorro electronic procurement system.
This is the third time that the procurement has been announced in the format of an open tender with special features. Previously, the procurement was conducted in the format of open bidding with special features and the only participant was the limited liability company SPK Flagman. After the deal is concluded, the company will have to complete the restoration by December 31, 2026. It planned to receive UAH 14 million 578 thousand for this, but the company's offer was later rejected and a new tender was announced.
This was the second attempt to announce a tender with the same price. The first time the procedure was held in April, the only participant was Flagman SPC LLC, which was recognized as the winner. However, on April 16, the procurement was canceled.
The building was damaged on March 2, 2024, when the Russians carried out a terrorist attack with Shahed-131/136 kamikaze drones in the middle of the night. The enemy sent eight attack drones from the Black Sea to Odesa region. Within an hour, air defense units were intensively repelling this attack. Seven targets were destroyed, but one of the drones hit a nine-story building in a residential area during maneuvers among Odesa's residential neighborhoods. Part of the entranceway with 18 apartments was destroyed.
At that time, in terms of the number of civilian casualties, this attack by the Russian Federation was the most massive in Odesa since the beginning of the full-scale invasion, claiming the lives of 12 civilians, five of whom were children. March 3 was declared a day of mourning in Odesa.
On April 11, 2025, at a meeting of the Standing Committee on Planning and Budget, deputies did not support the allocation of more than UAH 7 million for the completion of a shelter at 134 Prince Volodymyr the Great Avenue.
According to the YouControl service, Flagman SPC LLC was registered in Odesa in 2017. The owner is Dmytro Furman.
