Mobile debris shelters installed in Kherson region

Five modern mobile shelters have appeared in the Borozenska community.
This was reported by the Kherson Regional Military Administration.
They were placed in places where people often gather. The structures can protect residents from blast waves and debris. The purchase of the shelters was funded by a state subsidy for the de-occupied and war-affected territories, as well as local budget funds. In total, about 360 mobile shelters have already been installed in Kherson Oblast. There are two types of shelters: above-ground and buried. These are reinforced concrete structures that can save people from debris and protect them from drone attacks.
Kherson spent 400 million on unfinished underground schools , and contractors received tens of millions for poor quality work. Construction was decided to start despite the protests of local residents and the fact that the facilities could not be used: The Kherson city community is in the zone of active hostilities, and the law prohibits full-time education of children even in the most modern bomb shelters. A year later, none of the schools has been built, and work has not even begun on one of the facilities. The money came from EU aid.
In the Mykolaiv region, an overpayment for materials was found in a 47 million shelter project. The tender was announced by the Department of Education, Culture, Youth and Sports of the Stepiv Village Council. The project was developed by Zodchiy PE and inspected by the Mykolaiv branch of Ukrderzhbudekspertyza. 85% of the cost was covered by the European Union through the Ukraine Facility program, and the rest - 7.5 million from the local budget. The contractor, Nikopolska-STK, may have included inflated prices for materials in the project. The potential overpayment is at least UAH 1.5 million. The winner of the tender has already been involved in criminal proceedings for alleged misappropriation of funds during the renovation of school No. 26 in Kherson in 2018-2020, but the case files disappeared after the city was de-occupied.
