The Cabinet of Ministers of Ukraine has approved a budget to pay compensation to owners and charterers of vessels affected by Russian shelling of Odesa region ports in the amount of UAH 2 billion.

This was reported by the press service of the Ministry of Communities and Territories Development of Ukraine.

Charterers or operators or owners of inland navigation vessels flying the flag of Ukraine and flags of foreign countries other than Russia or Belarus can receive compensation. Also, Russians and Belarusians should not be among the founders and ultimate beneficiaries of the companies that own these vessels. In addition, vessels whose owners are under sanctions will not receive compensation.

The damage caused by the armed aggression of the Russian Federation against Ukraine includes

  • losses incurred by the shipowner as a result of: the loss of the vessel or the structural destruction of the vessel, after which its restoration repair is impractical;
  • losses in connection with the expenses related to the elimination of structural damage to the vessel, which led to the loss of seaworthiness, including, in particular, the costs of rescue and salvage operations;
  • losses caused by loss and/or damage to the cargo;
  • losses caused to third parties as a result of a collision with another vessel, floating or stationary object;
  • losses in connection with the costs associated with: removal of the remains of the vessel and/or cargo and marking the place where their damage (destruction) occurred; removal of environmental pollution; payment of penalties for environmental pollution (if imposed); damage to the life or health of a passenger or crew member of the vessel, as well as repatriation as a result of the above circumstances.
