Shmyhal: Unemployed and those who do not pay taxes are now receiving summonses

Over the past two months, 98% of people who have received summonses from the Territorial Recruitment Centers are unemployed and do not pay taxes.
This was stated by Prime Minister Denys Shmyhal at the 10th Kyiv International Economic Forum (KIEF). He assured that the registers make it possible to track whether a person pays taxes. As a result, only 2% of the summonses were sent to people who are employed during the last two elections.
"As of today, 98% of the summonses sent out, which are generated through the Oberig register, are sent to people who do not pay a single hryvnia in taxes and are not registered anywhere. The priority in mobilization today is given to people who are not working, the unemployed. Accordingly, the basis of this principle has already been implemented," he said.
Shmyhal explained that today the registers allow tracking whether a person pays taxes, regardless of whether he or she is an employee, entrepreneur or self-employed. If a person doesn't pay taxes, it means that he or she is not employed, at least not officially.
"It is a very simple principle, I think it is absolutely clear to everyone," Shmyhal said.
In the first 10 months of 2024, the Ministry of Justice recorded more than 21,000 cases, which is twice the figure for the entire year of 2023. This year, only a third of overdue fines have been paid. Most of the debts concern men, but fines for women have also become more frequent.
Earlier, the head of the Odesa Regional TCC, Yuriy Puiko, denied the information that residents of villages and small towns receive summonses more often than residents of large cities. According to Puiko, the analysis conducted by the TCC specialists does not confirm this opinion. Although specific figures are not disclosed, quarterly estimates show an even distribution of conscripts among different categories of the population. The head of the regional military commissariat claims that there are no significant issues or inequalities in the draft categories that would indicate a preference for residents of villages and small towns.
"Based on the analysis, I will tell you that this is not true. There are no issues in the categories of population that we call up," he said.
