Zelenskyy Appointed a Former Police Officer as Head of the SVA

Ukrainian President Volodymyr Zelenskyy appointed Valery Metel as head of the Novovorontsov Town Military Administration in the Beryslav District of the Kherson Region.
The corresponding decree No. 125/2026-rp was published on October 26, 2026.
Prior to his appointment, Metel served as chief of Police Station No. 1 of the Beryslav District Police Department under the Main Directorate of the National Police in Kherson Oblast. This is evidenced by his annual declaration for 2025, submitted in February 2026.
According to the document, Valerii Metel received 893,500 hryvnias in salary from the National Police over the past year. This averages out to about 74,500 hryvnias per month.
He also declared 200,000 hryvnias in cash savings.
The declaration lists several real estate properties, including land plots in the Kherson region.
Metel owns a land plot of nearly 12 hectares in the village of Verby. Another plot in this village covers an area of 2 hectares. In addition, the declaration lists a land plot of the same size belonging to his wife.
The official’s wife also owns a 70.9-square-meter residential building in Nyzhni Sirohozy. The declaration lists the value of the property at the time of acquisition as 50,000 UAH.
In addition, the family rents a 69-square-meter apartment in Mykolaiv. Metel himself also rents a 40-square-meter apartment in Vysokopillia.
Valery Metel’s wife received 103,300 hryvnias in salary in 2025. The declaration also lists payments for internally displaced persons, social assistance, and other family income.
In terms of vehicles, Metel declared the right to use a 2008 Hyundai Sonata, which is owned by another person. His wife owns a 2023 KORIDA-TECH trailer, which cost 23,000 hryvnias at the time of purchase.
The declaration covers income and assets for the year 2025. It does not reflect any potential changes in the official’s financial situation following his appointment as head of the Novovorontsov Settlement Military Administration.
