Five of the seven officials in the Odesa Regional Military Administration, whose salaries could be compared, were paid more from January through August 2026 than they were for the entire year of 2025. The highest amount—nearly 1.6 million hryvnias—went to Marina Zinchenko, director of the finance department.

This was reported by the Center for Public Investigations (CPI), which received the data in response to an information request to the Odesa Regional Military Administration.

For the entire year of 2025, Marina Zinchenko was paid 1,355,745 hryvnias. In contrast, for the first eight months of 2026, the amount reached 1,592,786 hryvnias—more than 237,000 hryvnias higher.

Other officials also exceeded last year’s earnings. Oleksandr Haiduk, director of the Department of Maritime Economy, Transportation Infrastructure, and Communications, earned 217,000 hryvnias more in eight months than he did in the entire previous year. For Kateryna Marchenko, Director of the Department of International Cooperation and Protocol, the difference amounts to 114,000 hryvnias.

Dmytro Radulov, Deputy Head of the Regional State Administration, received 62,000 hryvnias more from January through August 2026 than he did in all of 2025, while Anton Shalygail received 45,000 hryvnias more.

Two other officials came close to last year’s totals in less than a full year. Andriy Fiegel, Deputy Head of the Regional State Administration, received approximately 93% of his total 2025 earnings in just eight months. Oleksiy Dmytrenko, Director of the Department of Economy, had the same percentage for January through July; however, data for August regarding him was not provided.

According to the Center for Policy Research, the increase in payments is linked, in particular, to higher base salaries, allowances, bonuses, and one-time financial assistance. For department directors, the base salary in 2026 rose to 106,042 hryvnias after applying two adjustment factors. Certain payments, such as pre-vacation allowances, also significantly increased monthly earnings.

All amounts listed are gross amounts before taxes and the military levy. The data covers only part of 2026, and officials may receive additional payments in December.

At the same time, not all departments of the Odesa Regional State Administration provided information on salaries. According to the investigation, 14 departments reported detailed payroll figures for January through August, while six departments and three of the region’s top officials did not disclose their salaries.
