Village council in Odesa region overpaid a million to contractors

Specialists of the Southern Office of the State Audit Service of Ukraine during an audit of certain issues of financial and economic activities of the Dalnytsia Village Council in Odesa Oblast found financial violations that led to losses totaling more than UAH 2 million.
This was reported by the press service of the office.
In particular, the auditors found that 11 contractors had unreasonably overstated the volume and cost of repair and construction work performed, including technical supervision, for a total of more than UAH 1 million 170 thousand.
During the calculation and payment of wages to employees of institutions subordinated and accountable to the Dalnytsia Village Council, violations of the law totaling more than UAH 350 thousand (including the unified social tax) were found, including bonuses to the deputy village head, allowances and additional payments to pedagogical staff of educational institutions, payment for additional vacations, payment to external part-time workers for unworked hours.
In addition, for the period 2022-2024, the auditors found other violations in terms of overcharging the payroll with unified social tax in the amount of UAH 108 thousand.
As a result of the failure to calculate indexation for rent for the use of communal property, the village budget did not receive revenues in the amount of more than UAH 104 thousand. In some cases, communal property was provided for use without the relevant agreements, which also led to a shortfall of UAH 71 thousand in revenues by the village council. The auditors claim that part of the budget has been reimbursed.
Earlier, the Center for Financing and Economic Activity of Educational Institutions of Khadzhybeyskyi District of Odesa terminated the agreement with the company that organized meals for children at the Odesa Lyceum with enhanced military and physical training.
