The National Agency for Corruption Prevention has identified indications that assets totaling nearly 3.6 million hryvnias held by the family of Tetiana Domushcha, head of the financial support department and chief accountant of the Odesa Regional State Administration, are of unexplained origin.
This was noted in a NACP report based on the results of a comprehensive review of the official’s declaration, dated October 16, 2026.
In addition, her 2025 declaration was found to contain inaccurate information totaling more than 2.8 million hryvnias.
According to the NACP, the accountant’s husband purchased two apartments in Odesa in 2024 and 2025. Their combined value was nearly 6.7 million hryvnias.
The first apartment, with an area of 89.9 square meters, was purchased on June 21, 2024, for 3 million 561 thousand hryvnias. The second, with an area of 83.6 square meters, was purchased by the official’s husband on February 28, 2025, for 3,135,000 hryvnias.
During its review of the declarations, the NACP was unable to determine the source of a portion of the funds used to purchase the apartments. According to the agency’s calculations, this amount totaled at least 1 million 73 thousand hryvnias for the apartment purchased in 2024 and 2 million 481 thousand hryvnias for the apartment purchased in 2025.
The official explained that her husband had borrowed the funds for the second apartment from an acquaintance, Ivan Kapov. According to her, she learned about the loan after the NACP sent a request regarding the origin of the money. However, no written loan agreement or documents confirming the transfer or repayment of the funds were provided. Therefore, the agency did not take these explanations into account during its investigation.
At the same time, during the notarization of the apartment purchase in February 2025, Domushcha was personally present and confirmed in writing that the funds for its purchase were the joint property of the spouses.
In addition, the NACP identified indications that the family’s assets totaling 3,554,883 hryvnias were of unexplained origin. This amount represents the difference between the value of the acquired assets and the income that the agency deemed to be substantiated. At the same time, the audit did not find any evidence of illicit enrichment or violations of conflict-of-interest prevention requirements.
