The Odesa Regional State Administration has distributed 26 school buses purchased at a single-bidder auction

The Odesa Regional Military Administration has delivered 26 inclusive school buses to local communities.
According to the press service of the Odesa Regional Military Administration, this is the first batch of buses, which were centrally procured by the Department of Education and Science of the Odesa Regional State Administration using state budget funds on a co-financing basis with local budgets under the international financial instrument Ukraine Facility, for a total amount of 109.2 million hryvnias.
According to the Prozorro e-procurement system, the Department of Education and Science of the Odesa Regional State Administration entered into an agreement with the limited liability company “Ukravto Odesa,” which was the sole participant in the procurement process conducted in the “request for proposal (prices)” format.
Funding for the procurement comes from two sources, both of which are subsidies. Specifically, 75 million 134 thousand hryvnias will come from the state budget as a subsidy under the Ukraine Facility program, and another 34 million 66 thousand hryvnias will come simply as a subsidy.The busesare to be delivered by December 8, 2026. They are expected to be 17- to 40-seat vehicles with appropriate markings, a diesel engine, and at least two seats for people with disabilities.

According to the YouControl service, Ukravto Odesa LLC was registered in the village of Usatove, Odesa Oblast, in 1993. The owner is Tariel Vasadze from Kyiv, and the founders are his own company, “Ukrainian AutomobileCorporation” LLC.
Ukraine Facility is a financial support program for Ukraine from the European Union. Between 2024 and 2027, 50 billion euros from the EU will be allocated to finance the state budget, stimulate investment, and provide technical support for the program’s implementation.

That same month, the department signed another agreement with the same company worth 124 million 245 thousand hryvnias. Under this agreement, the company is to provide the regional administration with 33 school buses. The funding structure is the same: 83 million 340 thousand under the Ukraine Facility program and 45 million 30 thousand from a state budget subsidy to local budgets.
