The number of building permits in Mykolaiv rose by 60%

The Licensing Department of the Mykolaiv City State Architectural and Construction Inspection issued 268 building permits in the first half of 2026. This is nearly 60% more than during the same period last year.

This was reported by the Mykolaiv City Council. 

Specifically, during the first six months of 2026, the city registered 

  • 72 notices of the start of construction work (building permits);
  • 60 declarations of readiness for operation (construction permits);
  • 52 declarations of readiness for unauthorized construction;
  • 20 notices of commencement of work on SS1 facilities;
  • 16 permits for construction work;
  • 16 amendments to construction passport notifications;
  • 12 declarations of readiness for SS1 facilities;
  • 6 amendments to construction work permits;
  • 4 certificates of acceptance of facilities into operation.

In Mykolaiv, most of the documents processed were for private construction and renovation. People were also actively legalizing unauthorized construction. 

Mykolaiv plans to develop new rules for the use of electric scooters. The issue was discussed during an open staff meeting of the city council after a series of traffic accidents involving this type of transportation were reported in the city. Artem Vashchilenko, chairman of the Expert and Public Council, reported that in the past week alone he had witnessed three accidents involving electric scooters, one of which resulted in serious injuries to children. 

During the discussion of the issue, examples were cited of Ukrainian cities that have already begun to regulate this matter. Specifically, in Ternopil, electric scooters have been banned from the pedestrian zone in the city center, and rental companies have been required to limit the speed of the vehicles. In Lviv, proposals have been made to set a minimum user age of 16, require the use of helmets, and verify age through mobile apps.
