The historic building on French Boulevard has been officially added to the register of historic sites

The building at 10 Frantsuzsky Boulevard in Odesa has been added to the State Register of Immovable Monuments of Ukraine. Two monuments were discovered on this site, both of which have already been included in the register.
This was reported by attorney Yulia Boiko.
According to Boiko, inclusion in the State Register is not a mere formality: a special regime for the protection and use of the monument is in effect. Any renovations, alterations, or new construction can no longer be carried out through the standard procedure—they must comply with the requirements of the legislation on the protection of cultural heritage and undergo the required approvals.
The attorney noted that she had been working on this issue for half a year—submitting requests, gathering documents, and participating in meetings and court hearings.
Boiko also stated that she intends to investigate how the state sold the property, given that at the time the purchase agreement was signed, it had not been determined exactly how many monuments were located on this territory.
According to her, she will also disclose information about the individuals and agencies that had the authority to protect Odesa’s cultural heritage but failed to do so.

The scandal surrounding the building erupted in March. On the night of March 23, during an air raid alert, work began at 10 French Boulevard to dismantle part of the historic building — an architectural and urban planning landmark of local significance known as the “Building of the Appanage Department Warehouses,” built in 1895 according to a design by architect Lev Vlodek.
This address was home to the“Odesavynprom” factory’s brand store, which sold alcoholic beverages under the “Odes” and “French Boulevard” brands. In 2021, the factory was privatized, and in 2024, the company “Kaplor 7,” which won the privatization auction for the factory for 234.9 million hryvnias, began allocating land for the project.
The plan involved combining three factory plots totaling 1.8 hectares to accommodate buildings and structures for enterprises in the processing, machine-building, and other industrial sectors—without changing the designated purpose of the territory.
