The director of the Odesa region's finance department received 1.4 million from real estate

Marina Zinchenko, Director of the Finance Department of the Odesa Regional State Administration, reported over 1.4 million hryvnias in income from the sale of real estate.
She submitted a report on significant changes in her financial status to the Unified State Register of Declarations on August 18, 2026.
According to the document, on August 13, Zinchenko received two payments from the sale of real estate, each amounting to 708,750 hryvnias. The total amount is 1,417,500 hryvnias.
In both cases, the source of income is listed as the Ukrainian LLC “KingBoardVictory.”

At the same time, this report on significant changes in financial status does not list any items subject to declaration in the sections regarding real estate, vehicles, securities, corporate rights, and other valuable property.
Marina Zinchenko serves as director of the Finance Department of the Odesa Regional State Administration. The position falls under Category “B” of the civil service.
Zinchenko has previously submitted reports on significant changes in her financial status, as well as annual and amended declarations.
As a reminder, in her 2025 declaration,Marina Zinchenkoreported giving 7.7 million hryvnias as a gift.
In November 2025, following a comprehensive review oftheofficial’sdeclarationsfor 2022 and 2023, the National Agency for Corruption Prevention reported that for two consecutive years, she had failed to list 38 land plots belonging to her minor son in her electronic declarations.
The official was required to list most of these plots—37 of them—in her 2022 declaration, as her son became the owner of these land plots that year. Marina Zinchenko herself explained that she hadinadvertentlyomitted these plots because her son has been livingabroadsince 2017. The official also noted that she had informed the National Agency for Corruption Prevention (NAZK) of her error when submitting her 2023 declaration. The NAZK confirmed receiving this notification but noted that shehad not providedinformation about the plots or the documents necessary to verify the land data.
