Proceedings opened in Kherson over improper functioning of shelters

Kherson prosecutor's office opened a criminal case over the abandoned or closed shelters. Security forces will check who is responsible for the fact that shelters in the city are not ready for use during shelling.
This was reported by the Kherson Regional Prosecutor's Office.
The investigation was prompted by a statement from the Ombudsman of Ukraine. During the inspections, his team found that some of the shelters in Kherson were inaccessible to residents: the doors were locked and the conditions inside violated martial law security requirements.
Currently, Kherson police are conducting a pre-trial investigation to establish all the circumstances and identify those responsible for the fact that the shelters were not functioning properly.
Kherson also plans to renovate the basement of one of the city's hospitals to turn it into a shelter. More than UAH 165 million is needed to implement the project.
The Health Department in Kherson Oblast initiated the reconstruction of the basement of the therapeutic building of the Tropinich City Clinical Hospital. The hospital building, which has been in operation since 1983, has five floors and provides both primary and secondary medical care, and now needs to be updated and provided with additional protection for staff and patients.
The project envisages the arrangement of the basement as a dual-purpose structure - it will serve as a protective shelter with anti-radiation properties. It is planned that all rooms should be designed logically and conveniently so that staff can work and patients feel safe.
The reconstruction of the basement is part of the hospital's development strategy and its resilience to military threats. Since the beginning of Russia's aggression against Ukraine, Kherson has been under constant shelling, and the safety of civilians and medical staff has become critical. The new shelter will allow patients and staff to stay safe during emergencies without interrupting the operation of the medical facility.
