Power Shut-offs for Unpaid Bills—New RulesAdvertisement

In the fall of 2026, the NEURC updated the rules for power disconnections, and now the amount of the debt determines who will pay to have the power restored. The residential rate—4.32 UAH per kWh—is in effect until October 31, 2026, and the Ministry of Energy plans to extend it through the heating season.
How to Check Your Electricity Bill
There are several ways to find out the amount of your electricity debt:
- A paper bill in your mailbox.
- An electronic bill sent to your email.
- Your personal account on the supplier’s website.
- Payment services and banking apps.
The amount on the bill often doesn’t match the actual amount, because the provider generates it in advance and recent payments aren’t included.
In addition, the bill may include outstanding balances from previous months. The actual amount due is shown in your personal account.
Online data is updated daily. You can check the amount for a specific month and pay it immediately through services like https://easypay.ua/ua/catalog/utility/electricity, which receive data from providers.
Unlike a paper receipt, an electronic receipt doesn’t fade and remains in your payment history. You can confirm the payment even a year later. Other utility payments—for water, gas, and heat—are also stored there.
Under what circumstances is electricity service disconnected?
NEURC Resolution No. 1565 dated September 24, 2026, took effect on September 26, 2026. Before disconnecting service, the supplier must notify the consumer in writing no later than 10 business days in advance.
The threshold is set at 1,664 UAH—half the subsistence minimum for able-bodied individuals. This threshold does not prohibit disconnection but merely exempts the debtor from paying for the work involved. A residential consumer pays nothing for disconnection and reconnection in three cases:
- At the time of the notice, the debt was less than this threshold.
- After recalculation based on meter readings, the actual debt turned out to be less than the threshold.
- The utility provider violated the Rules during the disconnection.
If the debt exceeds the threshold, the consumer pays for the work. The debt can be repaid in installments under a restructuring agreement. However, if the payment schedule is violated, the electricity may be disconnected ahead of schedule. Current bills must still be paid monthly.
The disconnection notice is drawn up in two copies, one of which is given to the consumer. If no one is home, the disconnection is performed remotely, or if the consumer refuses to sign the notice, it is sent within 3 business days by mail or email.
It is prohibited to disconnect a residence during declared emergency situations, during severe weather, or if a person whose life depends on electrically powered medical equipment lives there.
The general ban on disconnections for unpaid bills, which had been in effect since the start of the war, was repealed by Cabinet of Ministers Resolution No. 1405 dated December 29, 2023. The ban remains in effect for communities in occupied territories and in areas of potential or active hostilities.
How much does it cost to restore power after a disconnection?
As of October 1, 2026, providers calculate the cost using a single methodology. Estimated maximum amounts (excluding VAT):
- Remote service—170 UAH.
- Work on a meter or circuit breaker up to 1 kV—510 UAH.
- Work on a power line pole up to 1 kV — 1,020 UAH.
The utility provider is required to choose the least expensive method that is technically feasible. Meter inspection and sealing are already included in this price; charging a separate fee for these services is prohibited. The utility provider publishes a list of services with prices on its website.
How to Restore Power
To restore power, the consumer must:
- Pay off the debt or otherwise resolve the cause of the disconnection.
- Submit a request for service restoration.
- Pay the bill, which will be issued within 1 business day.
Power is restored within 3 business days in urban areas and 5 business days in rural areas.
