In the Mykolaiv region, two police officers from the Bashtanka District Police Department received severe reprimands following an incident involving the stopping of a Red Cross evacuation vehicle that was transporting people from Kherson. Another law enforcement officer received a reprimand, and three supervisors were warned about the need to maintain professional discipline.
This was reported by the publication “Vgoru,” citing the Main Directorate of the National Police in Mykolaiv Oblast.
An internal investigation was launched on August 14, 2026, following the publication by the Kherson Rapid Response Unit of the Ukrainian Red Cross Society titled “Disruption of the Evacuation from Kherson.” The investigation was conducted by a disciplinary commission.
The incident occurred on August 14 near the village of Shevchenkove in the Mykolaiv region. Police officers stopped a Red Cross vehicle carrying two families evacuated from Kherson. Among the passengers were people with limited mobility, a three-year-old child, and a woman with cancer.
After checking his documents, the driver, Oleksandr Basarab, was taken to the regional mobilization center. According to the police, the man did not have an exemption and was subject to mobilization. The Red Cross stated that the driver was not wanted by the authorities and that the organization was in the process of securing his exemption.
The evacuation was delayed due to the incident. According to the Red Cross, the people waited in a field for about four hours before being transferred to another rapid-response unit for further transport.
After the incident gained public attention, the police launched an internal investigation to review the actions of law enforcement officers during the vehicle stop and the driver’s transport to the TCC.
