The Executive Committee of the Odesa City Council approved a draft resolution to amend the city’s program to support the Territorial Defense Forces and facilitate mobilization. The document provides for updating the program for 2022–2028 and clarifying its funding.
According to the draft, the total funding for the program amounts to 1 billion 791 thousand 700 hryvnias. Of this amount, 966,243,100 hryvnias are allocated from the budget of the Odesa City Territorial Community, and another 34,548,600 hryvnias come from the state budget.
For 2026, the program allocates 10,321,600 hryvnias. For 2027 and 2028, 72,442,900 hryvnias are allocated for each year.
It is also proposed to rename the program, adding a component to prepare Odesa residents for national resistance. Among the planned measures are logistical support for territorial defense units and volunteer formations, training the population, organizing military registration, and conducting mobilization activities.
Specifically, for 2026, the plan is to allocate 3 million hryvnias for the activities of volunteer units, including training and monetary incentives for their members. An additional 732,000 hryvnias has been allocated for fuel, and 621,800 hryvnias for the repair of vehicles used by volunteer units.
Once approved by the executive committee, the draft amendments are to be submitted to the Odesa City Military Administration for review.
