Odesa region ranked fifth in Ukraine last year in terms of fraud activity

In 2025, law enforcement officers registered 2,947 fraud cases in Odesa region, making the region the fifth largest in the country by the number of such proceedings.

This was reported by analysts of the Opendatabot platform with reference to the Prosecutor General's Office.

Kyiv remained the leader in the number of fraud cases - 6,825. This is followed by Dnipropetrovs'k region with 4,844 cases, Kharkiv region with 3,677 proceedings, and Lviv region with 3,469 proceedings.

However, analysts noted that, in general, the figures have actually returned to the level of 2016. Back then, there were just over 46 thousand fraud proceedings in Ukraine. After 2017 and before the start of the full-scale invasion, the number of new proceedings steadily decreased from year to year. The peak occurred in 2023: 82,609 criminal cases - an average of almost 7,000 per month. However, for the second year in a row, the statistics have been on the decline again. Last year, on average, about 4 thousand cases were registered per month.

The only region to record an increase in the number of proceedings was Khmelnytskyi: 2.7% over the year. Instead, the most significant improvement was observed in Mykolaiv region, where the number of new cases almost halved, and in Chernivtsi region - 39%.

A total of 48.8 thousand criminal cases of fraud were registered in Ukraine last year. This is a quarter less than in 2024. In every fifth case, a suspicion was served. Only 18% of proceedings went to court.

Earlier, the heads of three councils in Odesa Oblast reported that fraudsters who create fake accounts and collect money from entrepreneurs on their behalf have become more active. This was reported by Serhiy Parpulansky, head of the Artsyz City Council, and Vyacheslav Chernyavsky, head of the Kiliya City Council. Rodion Abashev, the head of the Izmail District Council, also reported fraudsters.
