Odesa has not yet started creating a youth hub

A youth center was planned in Odesa, and a reconstruction agreement was signed with a company that had previously been involved in criminal proceedings, but the project has not yet started.
The Center for Public Investigations found out how the tenders were held and how the case ended.
The municipal institution Odesa Municipal Youth Center initiated a major overhaul of municipal property at 83/85 Uspenska Street. According to the plan, after the reconstruction, the building should turn into a modern youth hub - a space for leisure, education and work with young people.
According to the DREAM ecosystem, the overhaul project involves a comprehensive renovation of the building. In particular, it is planned to replace the ceilings over the first and second floors and part of the basement with reinforced concrete, open previously bricked up window and doorways, and clean and repair the pits with fencing. In the basement, the old partitions are to be dismantled and replaced with modern plasterboard ones, and a separate exit is to be arranged towards Onilova Lane. In addition, the basement will be used as a shelter.
The project also includes a complete replacement of the roof, installation of snow fences and a new drainage system, and insulation of the attic with modern materials. After the fire, the staircase and access to the attic will be restored, and the staircases will be repaired, replacing damaged granite slabs. It is also planned to replace windows and doors with window sills and install an external lift for people with limited mobility.
The total estimated budget of the project was about UAH 42 million, of which more than UAH 32 million was allocated directly for construction work.
In May 2025, the Odesa Municipal Youth Center announced a tender for the overhaul of municipal property on Uspenska Street. According to Prozorro, the work was to be completed by the end of 2026.
Only one company applied for the tender - PJSC "Repair and Construction Site "Odeskolovpostach". In the absence of competitors, it was this company that won the procurement.
According to the YouControl analytical service, the owner and head of Odeskolovpostach RBSD is Oleksandr Fridman. The company has been operating since 1998. In the past, it specialized in capital construction and repairs.
According to the Prozorro procurement system, the municipal institution Odesa Municipal Youth Center terminated the contract with the contractor in October 2025. According to the document, the grounds for canceling the agreement were the terms of the contract for the procurement of contractor works.
