Odesa court turned out to be the busiest in Ukraine

The Council of Judges of Ukraine has published an updated interactive map with calculations of the judicial system workload standards for the first quarter of 2026, and the highest workload was found among judges of the Kyiv District Court of Odesa.
As noted by the Council of Judges, the current workload in this court is more than 6 times higher than the established norms.
In the first quarter, the courts of this court received 14,738 cases. As of March 31, 2026, only 20 judges administered justice in the institution, while the staff should include 123 judges to ensure consideration of this number of cases within the established standard time. Thus, one judge actually working has a workload that corresponds to the workload of 6.2 full-time equivalents.
The total estimated time required to process this number of cases according to the methodology of the Council of Judges of Ukraine is 50,267 hours. In addition to Odesa court, the list of institutions with the highest workload indicators for the reporting period includes: Pecherskyi District Court and Shevchenkivskyi District Court of Kyiv.
In July 2025, the Council of Judges of Ukraine published an interactive map with approximate calculations of the workload standards for courts and judges, taking into account the number of cases considered by courts in 6 months of 2025. The 20 judges working in the court then received 25,763 cases, and according to the standards, 98 judges are required to consider this number of cases. The fifth place was taken by the Prymorskyi Court of Odesa, which had 19,183 cases for 26 judges, which would require 79 judges to consider according to the standard. Khadzhibeyskyi court of Odesa was ranked 12th, and Peresypskyi court was ranked 15th.
