Odesa Court of Appeal elects new chairman

The judges of the Odesa Court of Appeal at a meeting elected Ihor Artemenko, who already headed this institution in 2023, as chairman.
This was reported by the Center for Public Investigations with reference to the court's press service.
He has worked all his life in the civil service as a judge. In 2017, he was elected a member of the High Council of Justice. In 2023, he was elected chairman of the Odesa Court of Appeal, and in 2020, the Prosud project of the All-Ukrainian Automaidan Association conducted an investigation and discovered a huge amount of real estate owned by the judge and his family.
According to the judge's declaration for 2025, published by the National Agency for the Prevention of Corruption, in 2022 the judge's wife, Iryna Artemenko, became a co-owner of
- a non-residential building of a water station in Odesa with an area of 1.5 thousand square meters,
- a non-residential building in Odesa with an area of 2.9 thousand square meters,
- non-residential premises of the ground floor and basement - 1.2 thousand square meters,
- two cafes with the area of 961.4 and 1.1 thousand square meters,
- non-residential premises of 914.6 square meters,
- a non-residential wake-up call with an area of 3.9 thousand square meters,
- a 9-hectare land plot in Nova Dofinivka,
- a residential building of 215.2 square meters in the same location,
- two residential premises of 1.7 thousand and 530.3 square meters in Odesa,
- two non-residential premises of 1.7 thousand and 3.5 thousand square meters in Odesa,
- six land plots in Odesa with a total area of 4.8 thousand square meters,
She owns 25% of all this real estate, and the other 75% is owned by Valentyn Pavlov. Together with Hanna Pavlova, he owns 10 plots of land in half, which are used by the judge's wife. By a court decision, the ownership of these plots (1/4) was recognized by inheritance by law after the death of Hanna Pavlova, but the state registration of ownership in favor of Iryna Artemenko was not carried out.
Since 2022, the judge himself has been using a 58.4-square-meter apartment in Odesa owned by Vira Hagopian. Also, since 2021, a land plot of 599 square meters has been declared on which a real estate object belonging to Iryna Artemenko has been located. She has also owned an outbuilding and a house in Odesa since 2021. In 2020, she became the owner of two offices and two parking spaces in Odesa. In 2018, she bought an apartment. The judge himself owns a 620-square-meter land plot and a 222.4-square-meter house in Odesa. His wife also owns two more offices since 2009 and an apartment since 2014. The family also has an unfinished house in Odesa.
Transportation
The judge himself owns two cars: a 2006 Toyota Fortuner and a 1992 VAZ
2107. His wife's car: HYUNDAY GRAND STAREX made in 2018. The family has been using it since 2022: GAZ 322132 made in 2001, IVECO FIAT made in 1994, TOYOTA PRADO made in 2006, GAZ 2410 made in 1988, HYUNDAI GRAND STAREX made in 2010.
Income.
The judge's pension is UAH 385.5 thousand, his part-time salary at Kharkiv University of Internal Affairs is UAH 71.9 thousand, and his salary in the court is UAH 3 million 562.7 thousand, as well as interest on bank deposits is UAH 95.5 thousand.
Savings
Ihor Artemenko keeps 2.5 million hryvnias in cash. He has 17 thousand euros, 10.2 thousand US dollars, and 715 thousand hryvnias in banks. His wife keeps: UAH 350 thousand in cash and UAH 5 thousand in a bank account.
