Mykolaiv Architecture Department refuses to dismantle illegal kiosk

In Mykolaiv, an illegal kiosk was found on the sidewalk. After the inspection, the owners moved it to a parking lot, and the Department of Architecture said they were not responsible for its dismantling.
This was reported by the chief architect of Mykolaiv, Yevhen Polyakov.
In Mykolaiv, employees of the Department of Architecture and Urban Development recorded the illegal installation of a temporary structure on the sidewalk at the corner of Soborna Street and Pavlo Skoropadsky Street. The facility was included in the list for dismantling because it was installed without any permits.
After the violation was recorded, the owners moved the structure to a nearby parking lot. The city's chief architect, Yevhen Polyakov, emphasized that the city did not grant permission for the structure to be placed, and control over RVs located in parking lots is not within the competence of the architecture department.
According to him, the Patrol Police and the Parking Inspectorate control the order in the parking lots and the legality of the vehicles. These bodies are authorized to check vehicles, draw up administrative materials, impose fines and evacuate violators. Relevant materials about the building will be transferred to the authorized services.
Also, during the inspection, a summer playground of the Lviv Croissants restaurant was found on this section of the street, occupying a significant part of the sidewalk without documents. This facility was also included in the list for dismantling.
The chief architect reminded that last year an illegal "boxer pear" was already dismantled at this intersection, which returned several times. He emphasized that compliance with the rules in public space is not a one-time action, but a systematic position of the city authorities and responsible services.
He noted that in 2025, municipal and controlling services carried out systematic work to improve public space: they cleaned up facilities in Kashtanova Square, garbage terminals on Soborna Street, booths at intersections, and illegally installed city lights. All responsible services must fulfill their responsibilities to ensure order in the city.
Last year, the Mykolaiv City Council amended the city's development program for 2024-2026, expanding activities in architecture and urban planning. Particular attention was paid to digitalization and comprehensive restoration of the Mykolaiv community.
